On January 28, 2012, a 1983 Ford F-250 4X4 pick-up truck was found abandoned in the 1000 block of Paradise Creek Road. The vehicle was found by Paul Dailey, owner/operator of Dailey Wood Products. Dailey's company has been logging in the Paradise Creek Ridge area and has had property stolen from the site three times since December 24th.
Deputies responded and a search warrant was executed on the truck. Property found in the vehicle was some of the stolen items from Dailey's company. Deputies also found items that linked Kevin Lowell to the truck.
Deputies went to Lowell's residence and spoke with him. Lowell told deputies that he and Dylan Peden had been in the Paradise Creek area and their vehicle had broke down. Lowell and Peden denied knowing anything about the stolen property in the vehicle.
During a search of Lowell's residence in Sutherlin items reported as stolen by Dailey Wood Products were recovered. Deputies also located 8 active pipe bombs.
The OSP Bomb Squad responded to the residence and took possession of the explosives. Lowell and Peden were lodged at the Douglas County Jail.
Lowell was charged with 8 counts of Unlawful Possession of an Explosive Device, 8 counts of Unlawful Manufacture of an Explosive Device, Theft I, Theft II x 2, and Criminal Trespass II.
Peden was charged with 8 counts of Unlawful Possession of Explosive Device, Theft II x 2, and Criminal Trespass II on the listed charges.
