  • The Douglas County Sheriff's Office Jail consists of:

Visiting
EFFECTIVE MARCH 20th, 2006:  Inmate visiting hours are as follows:
 

Monday

 

1:30 pm to 3:00 pm

Tuesday 9:00 am to 11:00 am  and  1:30 pm to 3:00 pm
Wednesday 9:00 am to 11:00 am
Thursday 9:00 am to 11:00 am
Friday (Visitors must sign in/out at the Records Division on the 2nd Floor) 7:00 pm to 9:00 pm
RSAT & Inmate Workers visiting hours:
Inmates in the RSAT---Residential Substance Abuse Treatment Program can have visits on Saturday & Sunday from 9:00 am to 11:00 am. These visits must be pre-scheduled through the on duty Watch Commander.
Outside Inmate Workers can have visits Monday through Thursday from 7:00 pm to 9:00 pm. These visits must be pre-scheduled through the on duty Watch Commander.
There is no visiting on holidays which include:
New Years Day Martin Luther King Day President's Day
Memorial Day Independence Day Labor Day
Veteran's Day Thanksgiving Day Christmas Day
  • Visitors must be at least 18 years of age and have picture ID.

  • All visitors are subject to a check for outstanding warrants prior to visitation.

  • Persons on parole or probation will not be allowed to visit any inmate.

  • Visitors must be on the inmates visiting list before they will be allowed to visit.

  • Each inmate is allowed to have only 3 approved visitors on their visiting list. If a visitor is not on this list, they will not be allowed to visit.

  • Each inmate is allowed three visits per week.

  • Each visit will be 10 minutes in length.

  • Visitors may visit an inmate once per week.

  • Persons that have disrupted the visiting process in the past, or information exist that would lead to the belief that the proposed visitor would create a disturbance or violate visiting rules, will be denied visiting privileges.

  • A visitor may be denied visitation if the visit would not be in the best interest of justice, case prosecution, or the operation of the jail.

  • Disrespect towards jail staff is cause to deny or terminate a visit.

  • Visitors will be properly dressed in clothing which is not unduly suggestive and does not create a security hazard.

  • Food or beverages are not allowed in the visiting area.

  • Explosive devices, firearms, ammunition, knives, narcotics or material of any kind that may jeopardize the safety and security of the jail are not permitted in the visiting area.

  • Visitors and inmates will promptly leave the visiting area once the visit has been terminated.

  • At the discretion of the Watch Commander, visits can be cancelled for a number of reasons without prior notice.

  • If you would like to drop off mail or put money on an inmate's account, the same hours as above apply.

  • Money must be in the form of cash or money order.

Phone Calls
  • All inmates have access to a phone. 
  • Inmates can only make collect calls and the calls can last no longer than 20 minutes at a time. 
  • If there is a block on a number so that it will not accept collect calls, the inmate will not be able to call that number.

Messages

  • Messages will not be taken for any inmates unless there is a verifiable emergency. 
  • An emergency situation will be verified by the on duty Watch Commander before any information will be passed on to the inmate involved.

  • If you would like to send an inmate mail the address is:

  • Incoming mail is subject to search.
  • Do not send any packages.
  • Mail will be returned to sender, or thrown away if no return address is included, if it contains foreign substances, stickers, metal, cloth, or other material which could pose a safety or security concern.
  • Mail with lipstick or perfume on it will not be accepted.
  • Subscriptions for newspapers must be sent directly to the jail from the publisher.

Inmate Property

 

NO SOCKS OR UNDERWEAR will be taken in as inmate property. These items can be purchased through the inmate commissary.

 

 

If you are bringing an inmate property, they are allowed:

  • Prescription eye glasses
  • 3 Bras for female inmates- No under-wires.
  • 2 Paperback novels that are donated to the jail after the inmate is released.
  • Money for commissary items must be receipted at the jail by 4:00 P.M. on Tuesdays for that weeks commissary.  Cash or Money Orders will only be accepted.
  • Items medically necessary as approved by the facility medical personnel may be purchased and delivered to the jail.

Bail
  • If you would like to post bail on an inmate it can only be done in cash,  money order, certified cashiers check, or a company check from a local attorney, if they are guaranteeing bail for an inmate.
  • To find out the specific bail on an inmate call the jail at 541-440-4440.

For Circuit Court Charges: The Douglas County Court Clerks Office which is located on the second floor of the County Justice Building, room 201.

For Roseburg PD Charges: Roseburg City Hall. This is located at 900 SE Douglas Ave. Roseburg.

For all other Justice & Municipal Courts: Douglas County Intake Center door J102.  This is located on the western exterior of the Justice Building near the new Juvenile Detention Facility.

Home Monitoring
  • Home Monitoring
    These inmates are monitored by an Electronic Surveillance Program, and have strict qualifying guidelines and rules that must be followed.  These inmates have a job in Douglas County and are allowed to go to work each day, but must remain at their residence at ALL other times.  To ensure this, they are connected to an Electronic Surveillance system that is active 24 hours a day.  Inmates are subject to urinalysis tests to ensure no alcohol or drugs are being used.  They are also subject to residence checks to ensure illegal activity is not being conducted.   For more information on this program you can contact the Home Monitoring Deputy at 464-6301.

Inmate Work Crews

Inmate Workers
  • The Jail uses Inmate Workers to prepare meals, clean the facility, and complete various manual labor activities in the jail.  There are approximately 16 Inmate Workers at all times.

Tours

General Guidelines For Tours:

  • When it is to the best interest of education of the public and/or school groups.
  • The members of the tour must be 16 years of age, or older, and have a purpose for the tour.
  • If the member is under 18 years of age, a consent form must be signed by their parent or guardian before going on the tour.
  • The date and time for the tour should be arranged ahead of time to be sure that arrangements can be put together and there will be a minimum of disruptions. The tour members will be given a list of rules and regulations well before the tour and will be expected to abide by those rules.  It should also be indicated that inappropriate attire or improper conduct will not be allowed on the tour.
